Ten laws that govern how we govern. Every rule is already implemented in the system we run. These aren't campaign promises — they're operating constraints that have been running for years. If the system ever violates a rule, the rule wins.

Every proposal ships before it becomes law. If you cannot demonstrate the system working, you cannot legislate it into existence. We run what we propose.
